In the fifties, low-cost mortgages, rising wages and the G.I. bill made owning a home a reachable dream for millions. Now, children spend longer and longer under their parents' roof, and home-ownership has become the great American pipe-dream. Housing costs have increased dramatically. Homelessness is on the rise. Our economy seems unable to provide affordable housing without aid from the public sector.

But: if government must subsidize housing for the working poor, how can it raise enough money, without driving away the tax base - or creating crushing debt burdens?
